North Korea really really really would like its people to return to the country even if those people fled North Korea rightfully so. According to published media reports, North Korea is offering a bounty of upwards of $10k each for escaped citizens who fled into Russia.
Sources tell Radio Free Asia that NK has had a problem with people escaping through Russia as construction workers using student visas rather than working visas. When sanctions hit the country in 2019, people were required to come home but they never did.
